What did Anthropic change in its Usage Policy?

Anthropic says it updates its Usage Policy each year. The 2026 update takes effect on 12 November. Anthropic says most changes clarify existing rules and add examples for the longer, more independent work Claude now does.

The post covers deceptive activity, elections, weapons, surveillance and law enforcement, high-risk use cases, abusive behavior toward its models and the Supported Regions Policy.

Can you really be banned for being cruel to Claude?

The new policy adds a prohibition on sustained and needless abusive or cruel behavior toward Anthropic's models. Anthropic says it applies only in extreme cases, and not to common frustration, pushback, dark creative themes, or model testing and research.

Anthropic says the main focus is persistent abuse, and that Claude's ability to end those conversations on Claude.ai and Claude Code will remain the main way the rule is enforced.

The policy update is meant to apply only in extreme cases, where users repeatedly act cruelly toward our models, with no discernible purpose.

What else is in the new policy?

A new section, Do Not Engage in Deceptive Campaigns or Artificial Activity, pulls scattered rules together. It covers hiding who is behind a message, amplifying content through fake accounts, and building tools for influence campaigns, whether political or commercial.

The elections section is now called Do Not Undermine Democratic Processes and focuses on deceiving voters or disrupting elections. Anthropic removed its blanket ban on personalized vote and campaign targeting, because it also blocked civic work such as writing voter information in other languages.

What do the weapons and surveillance rules say?

The weapons rules now say the ban includes the software and components that make weapons work, and actions like arming drones. Anthropic says this does not change what it enforces in practice.

Tracking people without their consent is prohibited, in real time or from old data. Claude cannot be used to decide or recommend who to investigate, arrest or charge. Permitted uses include tracking people have agreed to, content moderation, journalism and legal research.

What are the rules for high-risk uses?

When Claude's output can affect someone's health, legal rights, finances, livelihood or access to essential services, Anthropic requires a qualified human who can review and change its recommendations, and the person affected must be told AI was used. These requirements are unchanged, but the section now lists which recommendations are covered.

New rules also apply when Claude is connected to hardware that takes autonomous physical actions: a qualified operator must be able to observe and stop the equipment, and it must hold a safe state if Claude is disconnected.

Why does it matter?

Usage policies decide what millions of people and companies may do with an AI. This update makes the rules on fake accounts, weapons software and surveillance more explicit, and it adds a rule on how people treat the AI itself.

What's next?

The policy takes effect on 12 November 2026. Watch for how Anthropic describes enforcement of the new cruelty rule.
